The sanding is a very important step before staining as it smooths the area. Let the wood air dry before you apply primer. Tsp was commonly used prior to the 1970 s to clean walls prior to painting them. Let the wood dry completely.
Wood dust from sanding will cause problems if it s not removed from the surface before staining. Vacuum up any excess dust around the area.
