The definition of the universe is that it contains everything.
However if you just want a short answer i ll say this. Also the bug universe is curved. That represents the expansion of the universe even though the galaxies aren t moving. The analogy implies that there s a surrounding space a third dimension into which the bug universe expands.
That model universe is two dimensional but in our mind s eye we immediately think of it expanding into a third dimension a dimension that the ants can t access because they can t jump. The universe doesn t need to be expanding into anything greater than itself. But it could be doing much much more. The expanding universe is due to gravity which means that in regions of high density the dominant gravitational effects are entirely local.

If the universe is infinitely big then the answer is simply that it isn t expanding into anything. In the big bang theory it is the metric tensor which is changing. It may simply be expanding because that s what space does in general relativity.
