It was the first gathering of elected representatives from several of the american colonies to devise a unified protest against new british taxation. This act was meant to enforce direct tax to anything printed by the american colonists.

The stamp act congress also known as the continental congress of 1765 was a meeting held in new york new york consisting of representatives from some of the british colonies in north america. The stamp act congress was held on october 19 1765 in new york city. The printed sheets that were taxed included ship s papers licenses. It was attended by twenty seven representatives from what has been known throughout american history as the thirteen colonies.

Parliament had passed the stamp act which required the use of specialty stamped paper for legal documents playing cards calendars.
