This sounds just like a bird chirping and is perhaps the least understood or heard noise that guinea pigs make.
However excited vocalizations usually sound more like whistling. A chirping or singing guinea pig is a rare thing i ve had guinea pigs for 24 years of my life and i have only heard it a few times. If they seem to be excited and full of energy while chirping this is likely the reason. It sometimes means that they are frightened such as when you are trimming their nails.

Because when i put my hand in and pet him he stays really still and doesn t make any noise. When guinea pigs squeal it usually means that they are in pain. A chirping guinea pig may also appear to be in a trancelike state. I just got my guinea pig a couple days ago and every time i take my hand out of his cage or walk away he chirps.
