Cats flick their tails for many reasons. Cats flick their tails idly when they re in fact idling. Cats usually flick or swish their tail while lounging in the sun or while they are asleep. An agitated cat will often flick its tail in a very characteristic way.
This is most often related to petting and grooming. You forgot to mention the bent over or kinked tail. It might be acting playful showing signs of agitation and stress showing aggression or even boredom. A gently flicking or waving tail means your cat is relaxed.
